Moving from legacy tag quotas.

If your survey already caps tags with the old Tag Quotas, the Quota Manager migrates them into a plan you review and save. Nothing is written until you save.

First, turn off the legacy setting. Quotas is blocked while any channel still uses Legacy Tag Quotas; the screen lists the blocking channels and links to Channels. Turn the setting off on each one and save. Once off, it cannot be turned back on.

Back in Quotas, your capped tags appear as a plan prepared for review: its channels, enabled state, tag rows, caps, and achieved history. Migrated rows use your original tags, so existing counts stay visible. Click Save to keep the plan.

Two things to check afterwards. Per-channel legacy quotas are not migrated, because their counts are per-channel and a plan enforces on survey-level counts; rebuild those caps by hand. And the migrated plan covers the channels the survey had at migration, so a channel created later is not covered: its badge on the Channels tab shows Not managed until you add it to a plan.
